I am writing to express my strong opposition to the attempt to add language prohibiting physician ownership of hospitals to the mental health parity bill.

I am a surgeon who practices at Black Hills Surgery Center in Rapid City, South Dakota.  I am writing to urge you to oppose the addition of language in the proposed Mental Health Parity legislation HR 1424, which would prohibit physician ownership of hospitals.  Prohibiting physician ownership of hospitals will limit consumer choice, competition, and result in a decrease in the quality of care and service provided to patients.

Black Hills Surgery Center was established to create a safe, efficient, and cost effective setting for patient care, and we have succeeded.  I believe that a major part of our success is due to physicians being owners.  As investors and owners, we take pride in our hospital and have worked hard to make sure that costs remain low and the quality of patient care remains very high.  Various federal and private studies have shown that physician owned hospitals provide a high level of care and service to their patients.  In addition, claims by the CBO that outlawing physician ownership will save money are unfounded.

Please speak with Speaker Nancy Pelosi, Majority Leader Steny Hoyer, and Ways and Means Chairman Charles Rangel and advise them how much harm this provision would cause to medical services in South Dakota and throughout the country, and ask them to make sure that language outlawing physician ownership of hospitals does not get added to the Mental Health Parity Bill.
